Well, while pointing and ranting, my friend had swerved over the line and dangerously close to hitting the large SUV, which was on a steady course in the middle of its lane. The moral of this story is that "distracted drivers" are not always who you'd expect.

Also maybe the police should stop/enforce the law across the board and ticket this driver's that go 10 under the speed limit or stay/travel in the left lane. Better or more standardized speed limits (speed limits change 3 times asking the same road regardless of condition) as well as fixing the timing of red lights, etc. would be of greater benefit to everyone.
