County's Responsibility to Enforce?

There are quite a few high rises in Doylestown.  Beings that approximately 1 foot of snow can equal up to 19,000 pounds or more in weight, would it not be prudent for the town council or 'powers that be' to enforce snow removal laws or codes on these complexes, that hold thousands of people?
